All people are created equal/ to be equal.
"All people are created equal"
I found the above sentence and wonder we can say
"All people are created to be equal" .
?

It's not really the same thing. If "all people are created to be equal" you could argue that it means that people are created with a view to them becoming equal at some point during their lives.
"All people are created equal" suggests that they are all equal right from the start. What happens after that is open to interpretation.
