    What is the meaning of the below sentence ?

    " He was inclined to stay."

    "He was inclined ..." usually means that someone had at least two options to choose from, and the one he is "inclined" to do is the one that he is probably going to decide to do. It means that he feels that he is more likely to do that than the other option(s). It can refer to more than one option choice though

    - What are you going to do tonight?
    - I don't know.
    - We're going to the cinema if you want to join us.
    - I'm inclined to stay home actually, thanks. I'm a bit tired.

    However, to be completely sure of the meaning of the sentence you posted, we need the context. What was the rest of the paragraph about? What was the article about? Context is always important, so when you post future questions on this forum, remember that just posting a sentence makes it very difficult for us to give an accurate answer.
