Context is always important; labelling is rarely important.
Because "another" means "a different one to the one I am in now" or "a different one to the one we are currently talking about".
"Other" would be included in the phrase "the other" and would only mean one specific different city.
Why did you use the word "may" in your original if you meant "will"?
