If you are going to handcuff a person to you, which of your hands would you put the handcuff on? If you, like most people, are right handed, you would most likely put the handcuff on your left hand so that you can use your right hand more easily. It seems to me that the person is saying that the officer is young and inexperienced since he put the handcuff on his (the officer's) right hand. Without more context it is difficult to tell exactly what the reference is about. It could be just a question about how people are handcuffed.
