Does it mean "After the discussion there will be a lecture"?

No. As BarbD said, it's the opposite.

The lecture will be followed by a discussion = A discussion will follow the lecture.

To follow (in this context) = to come after
To be followed by = to come first and with something after

I still don't get it without your explanation.

Does the follow mean "come after in time or order" in this link?

Or which definition does it mean in my context?

Active: A discussion will follow the lecture.
Passive: The lecture will be followed by a discussion.
