I can't at the moment think of a context in which 'consider on' could be acceptable, though prepositions can be followed by the -ing form of a verb: I look forward to seeing you, for example.
Please try to give more context. It is usually difficult to judge whether words or phrases are acceptable or not without full context. For example, most people would initially say that 'to seeing' is ungrammatical, but 'seeing' follows 'to' naturally in the sentence in my first paragraph.

Context is always important; labelling is rarely important.
