Default there doesn't seem to vs there seems not

"There doesn't seem to have been............"

I was wondering if I could put it as in " There seems to have not been......."?

Not naturally, no. By the way, you were "wondering", not "wandering".

'There seems not to have been' (note the word order) is possible, but slightly formal.
    emsr2d2 and ostap77 like this.
Context is always important; labelling is rarely important.
