Can any one pls tell me ,, What is the difference between preceding and following?

Mona: The best candidate for president is Mr. X. Don't forget to vote for him.
Announcer: The preceding comment of Mona's does not necessarily reflect the
opinion of this TV station,
(2) (On television)
Announcer: We allow all opinions on this station, but please remember that the
following comment does not necessarily reflect the opinion of this TV station.
Mona: Hi, everyone! Please vote for Mr. X. He's the best candidate.

Your example gives a better insight,., but how can i describer ?
can I say precede is "pre" & following is "post" situations

'Pre' and 'post' are not words but prefixes.
preceding - coming before
following - coming after
not a teacher
