In the sentence above, should "apology" be plural?

Yes, but "...not unless she apologizes" would be more natural.
Even more natural would be to begin with, "I'm not going to forgive her".
Context is always important; labelling is rarely important.
... followed by 'however much she apologizes'.
I'm reminded of Rex Harrison:
