I think it should be used "a steep price".

Living in a world with no book stores is a price more (too) than the writer is willing to pay. The writer is not saying that it is merely a steep price. The writer is saying that the price is too high.

It's a construction that can be used in a lot of situations:

It's too dark a night for me to go jogging.
It's too high a price.
It was too difficult a question for her to answer easily.

It means you can start a sentence with "It ..." instead of the subject.

The question was too difficult for her to answer easily.
