No. Wholemeal bread is just brown bread made with the whole of the grain (the wheatbran and the wheatgerm) but the grain is milled until it's just flour.
Seeded bread has extras added to the flour, as I said in my last post - actual pieces of seed or nuts.

That would be "wholegrain" not "wholemeal" in AmE.
