hope vs wish

i want to know what is the hope or wish in this sentence:

I hope I can visit my mother.
I wish I could visit my mother.

as what i know can visit and could visit is a verb then how about the wish and hope, what is their function?

Tom: That I can visit my mother.

(4) "I can visit my mother" is a noun clause because it = something.

Tom: I hope something.

Mona: What something?

Tom: (That) I can visit my mother.

I want to know what is the hope or wish in this sentence:

From what I've learned, as what i know "can visit" and "could visit" are is a verbs, so then how about the "wish" and "hope"? What is their function?
