What is the name of this action? (please see the attached picture) We usually do it when we catch a cold.
What is the name of this device?

The action is inhale. or breath in.

What device? The towel or the bowl?
I can't really see any device to be honest.

Some people use nebulisers, which are devices that pretty much have the same function as that of inhaling vapours by heating up water and diluting some medical or natural products in it.

That's definitely a nebuliser. I would use to do inhalations as well.

Here's some examples:

You'd better inhale the steam while it's hot or it won't work. (steam inhalations)

You can do steam inhalations by heating up water and using some essential oils (steam inhalations)

Michael is doing inhalations on his nabuliser at the moment so he can't talk (nebuliser inhalations)

Inhaling through the mask is more effective!

I think there's a huge difference between a nebuliser and a vaporiser. To me it looks like a vaporiser.

The one in the picture is a nebuliser. Like a good Italian, I use it all the time for coughs, colds and bronchitis.

I agree with this definition. A "nebulizer" is for inhaling medicine. My nephew used to use one for asthma medicine. It had a mask attached.

If you are making steam that in general goes into the room, that is a "vaporizer." You might stick your head near it and inhale. You might add some medicine and make an aroma of menthol or camphor. But that's not a nebulizer.
