what is "indicative progress"

I stumbled upon a word "indicative progress". What does that mean? Is it same as "significant progress"? Can we write a statement like this:

Even though indicative progress has been made in this matter, there is a lot to be desired.

"Indicative" means that it indicates, or shows, something.

It is not at all clear what "indicative progress" would be indicating.

Significant progress is one option. "Noticeable" progress is another. Progress could be noticeable without yet being significant.

I suspect this is local jargon used in some assessment system. The expression is meaningless in general use; progress can't be 'indicative [full stop]', but behaviour can be indicative of <something>, and the <something> could be 'that progress [according to some measurable criteria] has been made'.
