What we do know is that he's not used to is one of those police officers actually flagging down his car, pulling him over and asking to see his documentation.

There's a big difference between a police vehice or police officer being out on patrol and one actually stopping you to ask for your documentation. He specifically says "I'm just not accustomed to being pulled over" which means being stopped and asked questions.
