Simply stated, Starbucks' management believes that 'happy employees' will create an environment that is more customer friendly. Success at the local (neighborhood) level will be enhanced by the 'flair' (ability) of the employees to make buying Starbucks coffee a pleasurable experience for each customer.
In marketing, Flair can also mean showy, exciting, upbeat attitude
But I am surprised the headline did not use 'Local Fare' instead of 'Flair".
