There is often not a great deal of difference:
the populace noun - definition in British English Dictionary & Thesaurus - Cambridge Dictionary Online
population noun - definition in British English Dictionary & Thesaurus - Cambridge Dictionary Online

If we are talking about the number of people living in a place, the word is 'population':

The population of China is about 1.3 billion.

'The population of China is about 1.3 billion.'

'I stood on my soapbox in the park and harangued the passing populace.'
