Can anyone please kindly explain it in another way? I'm not sure whether it means 'you can best say this is a series of steps' or 'this can be best described in a series of steps'? Sorry there is no context.

If there is no further context, then we cannot say exactly what the words mean. They could be referring to something you can climb up, a gradual process, or something else. However, the sentence is saying that the best way of explaining what 'this' is is to use the phrase 'series of steps'.

The way you describe it (all in one go or in a series of steps) doesn't matter. It isn't a series of steps. It is best to describe it as 'a series of steps'. Sorry there is no context.
