Can I say "As to the question as to whether it's more important for the government to build art museums and music performance centers than to build recreational devices, answers vary." If not, which way is more appropriate? Thanks.

Try "of" instead of the second "as to." And what kind of "recreational device" is the gov't building? That seems like an odd expression.
