It's strange you should come today.
Does this sentence mean 'you have come' or 'you will come' today? Does it equal 'It's strange you came/should have come today'?

It means, "It is strange that you have come."

Thank you very much, Raymott. Could I ask if we can say 'It is strange that he should come tomorrow' with 'should' being used to express some surprise?

I wouldn't use that sentence for the future. In any case, the expression of surprise is in "It's strange ...", not in "should".
Compare: "It was not surprising that he should come today."
