What does "framing" mean? Forming? Constituting? Establishing? Building?
Context:
In addition to feeding predictions, there's another reason that oral arguments merit close attention: they reveal how the justices view fundamental political and social issues. Appellate lawyers understand that cases involving general constitutional principles are often won or lost on the basis of the broad framing of the issues, rather than on technical legal arguments or arcane precedents.

"To frame" in that context is close to "to form".
