The garden became beautiful as a result of his work.
The process of the making it so was not done "beautifully." In fact, it was probably often sweaty, dirty work.
I think the problem you have is with your verb choice. You could say
He did the garden up beautifully (for their party).
He made the garden beautiful (by planting new daffodils and daisies).
