I'd go for "those" (although I'm not entirely sure), but unfortunately, I cannot offer a good explanation, but perhaps someone else can.
I am often confused between the usage of "Those" and "They" in some particular students. Here is one such example which I came across,
History will not be written in blood any longer if those/they? Who do the fighting have the right to decide between war and peace.

I'd also go for "those". Somehow, "they who do the fighting" sounds old-fashioned to me.
