    I suspect somwthing in the context - which is something that will help us (in many cases it's indispensable) in answering future questions - may refer to this, What I mean is that the writer may have coined 'chockage' as meaning something like 'blockage' because of the word 'choc-a-bloc'. If so, it's quite amusing but not idiomatic.
