    Question what is the right sentence should be?

    A.Peter had bought a toy, didn't he?
    B.Peter had bought a toy, hadn't he?

    which one is right? If both wrong, what is the right sentence should be?

    Only B is correct. If you wish to end with the question tag "didn't he?", then you need to use "Peter bought" instead.
