Can I have a question as follows?
Sugar (uncountable noun) and water (uncountable noun) is/are what we need to make the sauce.
Behind the above uncountable nouns, should I use is or are?

NOT A TEACHER
The subject of your sentence is composed of two nouns connected by "and", so you should use a plural verb. See here for more info.
