take a person (e.g. he, she, Tom...) as a object, but one of online dictionary says

Some users would consider it substandard, preferring the subjunctive clausal construction recommend that smb. do smth.

However, no one would object to a sentence such as

I recommended him for the job.

where there is no following infinitive.
