I recommend you to move to another city.
Is this sentence grammatical? I remember once heard that recommend can't
take a person (e.g. he, she, Tom...) as a object, but one of online dictionary says
it is possible. What should I teach to my students?

"I recommend that you move to the other city."
Though that was clearly a typo/error, it's how I feel about the BrE expression "move house."
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
