OK, I think the time has come to give you the answer. The negative of "I believe" is "I do not believe". In the past tense, the simple past positive is "I believed" and the negative is "I did not believe".
So your piece should have said "The Germans did not believe ..."
Were you not aware of how to construct a negative sentence in the simple past?
