and in a sense, ugly of face
As his lordship stared at the doctor another figure appeared, a girl of about fifteen with long, rather wild black hair. She was gauche in movement and in a sense, ugly of face, but with how small a twist might she not suddenly have become beautiful. Her sullen mouth was full and rich – her eyes smouldered.
(M. Peake; Titus Groan)
Does 'in a sense' pertain to 'ugly of face'. If so why not put a comma after 'and': "She was gauche in movement and, in a sense, ugly of face..."
Thanks.

If I had written it I would have punctuated it like this: "She was gauche in movement, and in a sense ugly of face, but with how small a twist might she not suddenly have become beautiful."
