    He is the worse/worst of the two.

    Is worse correct?

    Yes. If there were more than two, then one of them would be the worst, but with only two options, one is the better and one is the worse.

    ems is right, but you'll find that some native speakers do use the superlative form with only two people/things. Follow ems's rule if you are taking examinations.
