1) I consider...
2) I am considering...
These 2 have different meaning, what I'd like to know is whether it's mandatory to switch to the Present Perfect Continuous if we need to get "meaning 2".
3) Have you been considering going to University?
or would this meaning be also implied in
4) Have you considered going to University?

Yes - though it depends on the context. You can't say "I consider going to university" if you mean "I am considering going ..."

No, they are all different.
