Do we have a specific verb tense after the word until? I have checked this site in which they say that in clauses with time words we often use present tense after until. However, neither active nor passive is mentioned. Can we say that what has been stated in that site includes active and passive voice. Thanks in advance.

I think that your sentence is a shorter way to say:
Deputy director Michael Morel will serve as acting head of the agency until the president appoints a permanent
replacement for General Petraeus.

No. In my opinion, it is using the passive because the agent (the president) is not deemed important.
