There isn't a designated word for it. You would only say 'Joe prefers/likes cold/hot weather.

If someone really enjoys going to countries where the heat is extreme, I might refer to them as a "heat freak", as far as holidays are concerned. I don't think I would use "cold freak" though, mainly because there aren't many people who go on holiday to particular countries because the weather is intensely cold.
