"Not" Usage?
Hi experts,
Please clarify this:
Whether "not approved" means neither approved nor denied to be approved, i.e. simply remains to be approved, (no specific act of approving or refusal)
or, denied to be approved (an act of refusing to approve).
I just want to know whether it means the doing of an opposite act, or even otherwise without any act in question and its opposite one.
Please also clarify the usage of "not" in general, if you have little more time, Or provide me some sources from where i can get accurate and precise information about this.

Welcome to the forums.
'Not approved' means 'denied'. If a decision is yet to be made, the matter is 'pending'.

But if there is a time period for giving approving something, during which it can be approved or denied, and no decision is taken regarding till the expiry of that period (not denied specifically but remains to be approved), then "not approved" can be used for that or not?

We can say that something is not approved yet.
