is plan a synonym for idea?

hi, there was a puzzle in a reading book which asked for a synonym for thought, plan. the first letter of the synonym started with "I" . moreover, the puzzle has only four cells (spaces) to be filled and only idea is possible for it. I myself think that idea can only be a synonym with thought and not plan. but they appeard both at the same time. I wonder if the puzzle is wrong or not.

A plan can be an idea; it can also be an agreement; it can also be a diagram.... I wouldn't call the puzzle wrong exactly, but I think their definition (='idea'!) of 'synonym' is a little broad for my liking.
