Would like to know the difference between the usage of the below given two requests.

Can you please provide a list of students to whom the uniform yet to be given.
Can you please provide a list of students to them the uniform yet to be given.

The first, with my addition, is correct. The second is not.

Is "has" to be used definitely? How does it make difference if "has" not used?

The relative clause needs a finite verb, 'has' or, possibly, 'is'.
