National holidays are always marked in calendars. But sometimes, in my country, for an emergency case like very high air pollution, the government decides to have a holiday. So people can stay at home and there is not traffic on streets and the air becomes cleaner.
My question is how can I say this sentence? "The government (has) announced Monday as a hloiday." Is it correct?

The government has announced a public holiday for Monday.
