Improve Spoken English?

I am a learner of English language and you may be ask me as an average. I am ok in writing and reading but hesitate with while speaking English. How can i improve myself?

The better is the level of your English the better is your speaking. Which level are you on? Apart from regular English classes, you would improve your English by listening to audiobooks at your level. There is some connection between listening and speaking, if you listen to a lot of English it is easier to speak it. You could also find a penpal., someone to write to and talk to who is your age, has similar interestes etc, though I have never been able to find someone like that. It is easier to find a good teacher and there are a lot of possibilities with cheap lessons through Skype.

Treat the tongue as a muscle, and exercise it in English, regularly.
