The sentence is saying they have learnt a language to a heightened/advanced level. I honestly would not say anybody has mastered a language, due to language changing all the time, and it's a lot of knowledge to acquire. But that is the general gist of it.
I'm not a teacher yet, but I am studying a Bachelor of Education with an English Literature major at Charles Sturt University, in NSW, Australia.
