No, u is not an exception to anything. We use an in front of words that start with a vowel sound. Examples:

Even the whole word would need an "a", it does not matter:
UFO - Unidentified flying object.
If you write the whole name, then you need the "an".
This is "an Unidentified flying object", because the U is a spoken vowel.
If you use the short version, you must not use the "an".
This is "a UFO", because you spell [you-fo].

Never care about the whole version of a word, only care if the letter (right after the a/an) is a spoken vowel.

It is an interesting question: an should precede vowels, a consonants, (and the silent "h"); I think an becomes a incorrectly by common usage. I believe that it should be an URL but through convention it is a URL. It could be down to URL being an acronym, an abbreviation that is pronounced as a word. I would suggest that if you were marked wrong for using either, you could argue your case. I think a URL is more common, but I'm not convinced this is correct.

It's doesn't matter what kind of letter it is, the only thing that matters is if it's a spoken vowel.
