It is an interesting question: an should precede vowels, a consonants, (and the silent "h"); I think an becomes a incorrectly by common usage. I believe that it should be an URL but through convention it is a URL. It could be down to URL being an acronym, an abbreviation that is pronounced as a word. I would suggest that if you were marked wrong for using either, you could argue your case. I think a URL is more common, but I'm not convinced this is correct.
