Please tell me, is it appropriate to repeat the subject in the sentence below:

Unfortunately, the results of the long, heavy work done by the consultants to develop and prepare this document, which work was done—for some reasons unclear to us—without our participation, cannot be used to the full extent.

If not, are there any cases where it is appropriate to repeat the subject like this?

Yes you can do this. But this is a very awkward sentence.
Also, it's not a very common thing to do.
Here's a simpler example:
"Yesterday I bought a new car, a car that I've wanted for a long time." [Common enough]
"Yesterday I bought a new car, which car I've wanted for a long time." [Not common]

In you sentence, I'd change "which work was done" to "work which was done".
