I would like to ask what is it the time?
"we have been told almost day-in and day-out for the past 30 years, and, in that time, right wing governments have lowered Taxes all over the world."
Sometimes i meet with the form had been told. Is it passive voice? But there is "we"!
''We" is the grammatical subject of the verb "have been told". That verb is passive voice, present perfect tense (aspect). Incidentally there is no indication of what "we" have been told; the sentence is incomplete.
Context is always important; labelling is rarely important.
