Default Introduction - could someone pl ve a look at it?!?

Hello!

I just started to write an essay and finished my introduction. I would be very thankful if someone could ve a look at it and comment on it. I also struggle with sentences... I tend to use German sentence-structure which is quite complicated so that my texts are often hard to understand and not very clear.

Essay Question: Does multi-level governance provide a response to the complexity of modern policy problems, or increase that complexity?

An increasing complexity of social dependencies and interactions led to a much looser and more fragmented system of governing. Sovereign governments increasingly rely on co-operations with other actors in order to solve complex social problem. Governance describes forms of political steering and coordination of collective bargaining between multiple actors. Benz (2004) resumes it as a management of interdependencies in modern societies. If governance occurs between multiple territorial levels the term 'multi-level governance' is established. This essay seeks to discuss, whether multi-level governance provides a response to the complexity of modern policy problems, or increases that complexity. By means of two examples this essay will depict that multi-level governance can either be a response to the complexity of modern policy problems or a product of historical evolution and increase the complexity of modern policy problems.

social dependencies and interactions led - I'd use 'has led'
co-operations - I'd make that singular
coordination- if you hyphenate co-operation, why not this word?
Benz (2004) resumes- defines/describes???
multiple territorial levels- multiple territorial levels,
