The hospital refused to conduct the abortion operation without the husband's signature. Therefore, the foreign worker decided to quit her post and return to her home country.

The married foreign worker from Philippines had an affair with another man and found herself pregnant when working in Taiwan. The hospital refused to conduct the abortion (to do/carry out/perform an abortion) operation without the husband's signature. Therefore, the foreign worker decided to quit her post and return to her home country.

The hospital refused to conduct carry out the an abortion operation without the husband's signature consent. Therefore, the foreign worker decided to quit her post and return to her home country.

See my amendments above in red. In BrE, the country is referred to as "the Philippines". It was incorrect to say that "a woman had an affair with another man".
