i have a question, which would be better on a news brief:

The contract was ratified after that the Comptroller’s Office had rejected the only appeal, presented by Nortel Networks.

or

The contract was ratified after that the Comptroller’s Office rejected the only appeal, presented by Nortel Networks.

I'd say:
The contract was ratified after the Comptroller’s Office had rejected the only appeal, presented by Nortel Networks. (without 'that')

You could- we often use the past where the past perfect is possible.
