Would somebody please help me to improve my sentence?


WHO ethical criteria constitute general principles for proper behaviour concerning the promotion of medicinal drugs and encourage governments and pharmaceutical companies to take the criteria (them?) into account in developing their own sets of ethical standards.

them, though wouldn't the reference be to the principles rather than the criteria?

It sugests to me that the WHO produces guidelines, which are not binding, and tries to promote them to companies and governments when these are drawing up their own guides.
