I don't like it.

I would start with something like 'Only issues that fall within the council's remit should be put before them'. I'm not sure what you mean by 'manage by their expectations'- could you try rephrasing it?

The first clause makes sense but is rather stilted. The second defies comprehension I think you need to work out who's doing the managing and whose expectations you're talking about.
