The Real DemocracyFrom the very beginning of humanity,civilizations have always needed to be governed to be able to exist and function properly.Their need of being governed has always been fulfilled with different types of systems such as monarchy,oligarchy,democracy,etc.Over the past few centuries,democracy has become the most preferrable one since it enables people vote for their leaders according to their own political beliefs and elect their leaders as a result of a democratic election.However,there have been many debates about the real democracy that some suggest it is only possible in countries where there are educated voters.In spite of this,democracy does not differ from person to person and disregarding some people's rights because they are uneducated cannot applicable.
Proponents of the idea that real democracy is only possible in countries where there are educated voters claim that uneducated voters are not close to public affairs and consequently,they assess their candidates according to outward appearances instead of their political ideas.Even if this claim may be true for some,it should not be generalized for everyone because uneducated people are not neccesarily ignorant to public affairs and also they can assess a candidate's personality or opinions just like educated people can do.
Neglecting a person's political opinions because they are uneducated is against Universal Declaration of Human Rights and it can be considered as discrimination and lack of freedom when expressing their personal objectives.The only way that people can express their opinions most effectively is democratic elections and apart from elections,most people remain silent because of the inability to express themselves in another way.
The most prominent characteristic of democracy is that it consists of different ideas from every kind of class.In a real democratic nation people's freewill differ depending on their social status or prosperity.It welcomes everybody's opinion and acts according to the majority's decisions.
In conclusion,real democracy must embrace every part of a society,not only the educated members.Since the core of democracy depends upon the fact that there will always be multiple opinions, it does not have the option of contempting some people and leaving them behind.

By definition, 'civilization' is an advanced state of human social development and organization.The earliest social groupings of primitive man would be regarded as 'barbaric' - it cannot be said that 'civilizations' existed 'from the very beginning'.
I think you are trying to use 'civilizations' as if it meant 'social groupings'.
