In some countries, people are no longer allowed to smoke in many public places and office buildings. Do you think this is a good rule or a bad rule? Use specific reasons and details to support your position.
This law is going to be implemented in Hong Kong very soon. The law prohibits people from smoking in office buildings and also many public places including restaurants, parks, discos etc. There was a fierce debate between the catering sector and the public during the consultation period.
The businessmen think that this law can kill their business because many of their customers smoke. If the customers have to smoke, then they have to go outside the restaurants or discos to smoke and it is a very big inconvenience to them. So some businessmen lobby the government to let them to have some smoking rooms or smoking areas for their customers to choose and they promise that the room is isolated from other areas in the restaurant or disco, so that it will not affect other non-smokers. However, the government rejected it finally because it can still affect those non-smoking workers in the restaurant or disco.
The public generally support to pass the law because smoking is bad for everybody - old and young, man and woman and the government should discourage this habit, particularly, there is a trend of increase in the number of young smokers recently. If the government do not do anything to stop the spread of this bad habit especially among young people, then there would be more and more smokers in Hong Kong. Smoking is not only the smokerís matter, it also affects other non-smokers around him and smoking can cause a lot of diseases including cancer and heart disease. The government has spent a lot of money in medicine and hospitals in curing these smoking related diseases. If there are fewer smokers in Hong Kong, then the government can save more money for education or welfare etc.
For the smokers, they think that the law is a paradox to them. On one hand, the government let them to buy cigarettes but on the other hand, the government is restricting their freedom to smoke. For the public, they think that the law is good for them because it will not affect the non-smokersí health. For me, I think that the law is good for everybody because smoking is hazardous to everybodyís life and it is a waste of money. We should stay away from smoking so that we can save our money and our lives.

It is pretty good, and I do not propose that anything needs changing.
There is one paradox that faces all governments doing this: vast revenue is raised through taxing tobacco and tobacco products; cut the smoking rates and what happens to the revenue?

Thank you for your comment. I think that the government can save money from reducing medical expenditure and increase in productivity of the society. By the way, health is priceless.
