That is one acceptable tense.
Remember to use the article in English. "The company ..."
Other acceptable sentences are:
The company said that it had never given up the idea of building the plant in this area.
The company said that it has never given up the idea of building the plant in this area.
There are subtle differences in usage, depending on the circumstances.

4. The company said that it would never give up the idea of building the plant in this area.
